Director Kevin Averill is a registered building practitioner with twenty years in the industry — apprentice carpenter, site manager, project manager — and has held his commercial builder’s licence for the past ten years. Commercial renovation and refurbishment
Renovating an occupied commercial building is a different job to building an empty one. The constraints are the tenants still working in it, the trading hours you cannot interrupt, the base building services you have to work around, and a building manager with rules about noise, access and after-hours work.
We refurbish offices, clinics, retail tenancies and hospitality venues in stages so the business keeps operating, running noisy and dusty trades after hours or over weekends. That includes floor-by-floor upgrades, amenities and end-of-trip refurbishment, lobby and common-area upgrades, and full internal reconfiguration.

What is commercial construction?
Building work on property used for business rather than housing — offices, shops, clinics, studios, hospitality venues, warehouses. In Victoria it must be carried out by a builder registered in the appropriate commercial class, which is a different registration to a domestic builder’s.
Are you registered, and in what class?
Yes. Dualcon is led by a registered building practitioner holding a commercial builder’s licence, registered with the BPC (formerly the VBA).
What size projects do you take?
From single-office refurbishments under $10,000 through to full base-building fit-outs and structural works.
Do you handle permits and approvals?
Yes. Building permits, council and town planning applications, landlord and owners corporation consent and accessibility compliance are all handled by us.
Can you work in an occupied building?
Yes, and most of our refurbishment work is exactly that. We stage the job zone by zone and run noisy trades outside trading hours.
What happens at handover?
Defect walk-through, final clean, workmanship warranty, full handover manual and a maintenance schedule. We build to exceed the Guide to Standards and Tolerances rather than merely meet it.
Do you tender?
Yes. We tender to private clients, landlords, project managers and government and council panels.
